James brings to the Civic Legal Governance Team his deep experience helping local governments achieve statutory compliance, integrity, and best practice in governance and procurement.
James has almost 30 years involvement in local government, including 17 years at the Western Australian Local Government Association (WALGA).
James holds a Graduate Certificate in Business Law from Southern Cross University, NSW.

As WALGA Manager Governance and Procurement, James led a team of five specialists to provide comprehensive support to all 139 WA local governments. He also acted as trusted advisor to mayors, presidents, council members, CEOs and other senior officers, providing guidance and support on complex and confidential governance issues.
Under his guidance, WALGA developed its extensive library of resources, tools, individualised training modules and webinars. He was subject matter expert in the development of the mandatory Council Members Essentials training modules.
James has also played a pivotal role in responding to local government reforms, developing sector-wide advocacy positions, and representing WALGA in Ministerial liaison meetings to review proposed amendments to legislation and regulations.
Prior to his tenure at WALGA, James held senior roles in several local governments, including the City of Bayswater, Shire of Merredin and Shire of Esperance.
